2. The CALEA backdoor paradox (the key finding)
Salt Typhoon breached 9+ US carriers (Verizon, AT&T, T-Mobile, Spectrum, Lumen, Windstream…) and specifically compromised the systems that fulfill CALEA lawful-intercept (wiretap) requests — the court-authorized backdoor built for US law enforcement — exfiltrating call/text metadata of 1M+ users, hitting 80+ countries, and by 2025 reaching space (Viasat ground infra). This is the corpus's encryption-backdoor thesis proven in the wild: a mandated "exceptional access" channel cannot be made exclusive to the good guys — the same door the FBI relies on became the PRC's highway. It is the empirical rebuttal to every "responsible encryption backdoor" proposal. Volt Typhoon is the companion: not espionage but pre-positioning inside power/water/comms for "pre-conflict" disruption (CISA, Feb 2026). 3. Commercial spyware (and the sanctions reversal)
A mercenary-surveillance industry sells state-grade intrusion: NSO Group (Pegasus, zero-click), Intellexa/Cytrox (Predator), Paragon, Cellebrite. OFAC sanctioned Intellexa figures (2024) and NSO sits on the Entity List — but in 2025 Treasury quietly removed three Intellexa figures (one later convicted in Greece), and DHS/ICE is reportedly exploring Paragon — the same enforcement-reversal pattern as the crypto file. 4. Ransomware-as-a-service

7. The honest reading
The throughline is dual-use and non-exclusivity: lawful-intercept backdoors get turned against their builders (Salt Typhoon); spyware sold to fight crime targets journalists/dissidents (Pegasus/Predator) — and the sanctions get reversed; predictive-policing tools become deportation/mass-surveillance engines (Palantir/Clearview); defensive telemetry is itself surveillance. The structural finding: surveillance and offensive capability are the same infrastructure pointed in different directions, and access cannot be reliably restricted to the intended user.
