State influence operations - a competing explanatory frame

(Part of the speech-control apparatus layer. Purpose: some narrative / pressure / deplatforming activity that the EA/AI-network map does not explain may be state influence ops instead - a distinct, parallel frame. This block is graded hard: named/attributed ops are fact; "subtle/unknown/potential" ops are strictly labeled speculation, a hypothesis-generator, never an assertion. No cabal claim.)

China - United Front + Spamouflage (fact of existence + attribution; impact contested)

United Front Work Department: the CCP organ coordinating overseas influence, diaspora mobilization, and elite cultivation. Its existence and remit are openly acknowledged; specific operational attributions vary in confidence.
Spamouflage / Dragonbridge: a large inauthentic pro-PRC social-media network, attributed by Google/Mandiant, Meta, and Graphika, with DOJ domain seizures in 2024. It is high-volume but generally assessed as low-engagement - loud, not necessarily persuasive. The link between UFWD and Spamouflage specifically is not firmly established in open sources; treat it as apparatus-level co-membership, not a proven chain of command.

Russia - Doppelganger (fact of the operation + attribution; impact contested)

"Doppelganger" clones Western news domains (Guardian, Bild, Le Monde, etc.) to push fabricated articles. It was attributed to Russia by EU DisinfoLab (2022) and via US Treasury/DOJ 2024 sanctions + indictments naming Russian contractors (Social Design Agency, Structura) working under presidential-administration direction. The operation and attribution are fact; the measured impact on Western opinion is contested and generally assessed as modest.

The honest analytic role

Real ops give real cover. Western speech regimes cite "foreign interference" to justify broad content powers (the DSA's foreign-interference framing; UK/AU "online harms"). Genuine ops exist - and that genuineness is exactly what makes expansive speech powers politically saleable. The two interact; neither is reducible to the other. (interpretation, labeled.)
A competing frame, not a master key. Influence ops, financial chokepoints (Financial_Censorship), activist campaigns (NCOSE/Collective Shout), and state regulation (Online_Speech_Regulation) are distinct, overlapping drivers. Held as parallel hypotheses, not one unified actor.
Subtle / unknown / potential ops = speculation. Per the project's anti-apophenia rule, any claim of a covert or "potential" operation is a hypothesis-generator for gaps, never an assertion. The AI_Datacenter_Foreign_Influence_Claim tie marks an open question, not evidence. No specific Western takedown is claimed to have been an op.

Honest limits

Named, attributed operations (Spamouflage, Doppelganger) with their attributors = fact. Their impact on Western opinion = contested (assessed modest). Any UFWD->Spamouflage command link, or any "subtle/unknown/potential" op = speculation, strictly labeled. Absence of evidence cuts both ways; this block does not launder speculation into finding.
