Rare-earth statecraft — China's on/off export "faucet," predatory pricing, the allied supply-response cohort, and the knowledge-transfer question

Two questions, dug deep. (1) Why does China keep toggling the REE faucet on and off? — it's a calibrated leverage instrument, plus a decades-long predatory-pricing strategy. (2) Could a China-linked researcher in Europe-funded REE research have been a vector for European processing know-how flowing to China? — the factual substrate is now documented from primary source: the EU's flagship EURARE program trained a Chinese-Government-scholarship researcher as lead experimenter on its eudialyte (the Tanbreez-class heavy-REE mineral) silica-gel-prevention process at RWTH Aachen, with explicit industrial scale-up intent. A real national-capability transfer occurred — and the high-value layer is not the open paper but the unpublished tacit scale-up know-how that travels with trained people (see §3). Grade + no defamation. The faucet/predatory-pricing history is documented. The knowledge-transfer factual record is documented (a China-scholarship researcher in EU-funded eudialyte R&D — the authors' own self-disclosed facts), and a real national-capability transfer occurred via a legitimate channel (open paper plus the more-valuable tacit know-how). The witting covert-exfiltration intent is unverified — capability transfer can be fully real without it. No individual is accused of any wrongdoing; "Chinese students as a class" is rejected (division fallacy).
1. Why the faucet toggles (the documented logic)
- Calibrated coercion (partial > total). Partial/targeted controls impose huge costs while avoiding a full embargo that would trigger rapid Western substitution/reshoring and erode leverage. The 2025 controls cut exports sharply but did not cease — by design.
- Reward-compliant / punish-adversary. A licensing regime lets Beijing approve partners and deny adversaries case-by-case (Dec 2025: foreign-military end-users denied) — export control as an active influence instrument.
- Counter-leverage vs US chip controls. The 2023–25 REE/gallium/germanium/antimony controls were an explicit counter to US semiconductor curbs — the symmetric chips-vs-minerals chokepoint trade.
- Predatory price control. The decades-long play: lure Western firms to collaborate, then reset prices below cost to bankrupt them (Molycorp/Mountain Pass bankruptcy, 2015). Because China controls the price, no Western competitor's economics survive long — so toggling supply/price keeps dependence structural, not just tactical.
History: 2010 Senkaku dispute → ~2-month REE halt to Japan (the first weaponization); 2023–24 gallium/germanium/antimony/graphite + heavy-REE controls; Apr 4 2025 licenses on 7 heavy REEs + magnets (US-bound exports fell sharply; carmakers cut utilization; European prices reached ~6× Chinese prices); Nov-2025 Trump-Xi pause kept the military-end-use denials. China holds ~60% of mining, ~92% of processing — the chokepoint is separation/processing, not ore.
2. The allied supply-response cohort (state-financed, racing ~2028)
- Critical Metals Corp (CRML) / Tanbreez — owns the Tanbreez REE project in Greenland (full control 2025); 10-yr offtake (~10,000 t/yr, ~10%) with Ucore, plus a 15% offtake with REalloys (BLBX).
- Ucore Rare Metals — DoD/Pentagon-funded processor building a commercial RapidSX separation machine in Louisiana; Ucore states RapidSX was "built from core physics and chemistry — requiring no Chinese technology transfer at any step."
- MP Materials — Mountain Pass; DoD largest shareholder + $110/kg NdPr floor + 10-yr offtake + Apple recycled-magnet deal (
macro-critical-minerals). - The same state-as-circular-financier structure as the broader minerals thread.
3. The knowledge-transfer question — direction corrected; capability transfer documented (incl. unpublished tacit know-how), witting intent unverified
Corrected framing (the prior pass had the direction backwards): the hypothesis is whether a China-linked researcher in Europe-funded REE research could have been a vector — witting or unwitting — for European processing know-how flowing to China. Not "did Chinese know-how seed the West" (the reverse, which the earlier version mistakenly answered).
The documented record (primary source — corrects the prior "no public corroboration / no individual named" line). The EU's flagship rare-earth program EURARE (EU FP7-NMP-2012-LARGE-6, grant 309373; www.eurare.eu) openly published its eudialyte-processing R&D — the dry-digestion-with-HCl + water-leach route that solves eudialyte's central obstacle (non-filterable silica-gel formation) and recovers ~85–87% of total REE, with explicit industrial scale-up intent (a ~100 L demonstration reactor "for an industrial application"). The work was done at the Institute of Process Metallurgy and Metal Recycling (IME), RWTH Aachen University (Prof. Bernd Friedrich), on eudialyte concentrate supplied by the Geological Survey of Finland (GTK). Eudialyte is the same heavy-REE mineral class as Greenland's Tanbreez (the allied node in §2). The lead experimenter and co-author Yiqian Ma (IME RWTH Aachen; BSc/MSc Central South University; ex-Changsha Research Institute of Mining and Metallurgy) records in the acknowledgments that he "is grateful to the Chinese Government for providing a scholarship." (Ma et al., Metals 2018, 8(4):267, doi:10.3390/met8040267; Ma et al., Johnson Matthey Technol. Rev. 2019, 63(1):2–13. These are the authors' own published, self-disclosed facts.)
Finding — revised. The factual substrate is documented, not absent: a Chinese-Government-scholarship researcher was a lead experimenter in EU-funded eudialyte processing R&D aimed at industrial scale-up, on the Tanbreez-class mineral. This corroborates a capability-transfer channel; whether any crime (witting covert exfiltration) occurred is a separate, unverified question.
- The published method was open — EURARE's mandate (EU public research, open-access journals); the codified recipe was given to the world, China included, by design. But the paper is not the whole of what was learned (see tacit knowledge below).
- The high-value layer is tacit and unpublished. So the realistic mechanism is normal academic diffusion (open literature + trained-personnel mobility) — and the valuable leg is the personnel leg carrying the unpublished know-how, not the paper.
- Steal-incentive — corrected upward. The prior "weak because China leads processing (~90%)" confuses volume-leadership in China's dominant feedstocks (bastnäsite/monazite/ion-adsorption clays) with mastery of this specific hard process. Eudialyte's silica-gel problem was an open frontier China hadn't productionized; HREE separation is hard and rare; so hands-on European eudialyte/HREE scale-up expertise is genuinely scarce and worth acquiring even for a volume leader. The incentive is real, not weak.
Tacit knowledge — the unpublished core (decisive refinement). A published paper carries only the codified, sanitized method — not the tacit know-how that is the real value in HREE processing. Heavy-REE processing is hard and rare precisely because mastery is largely tacit: the scale-up craft, the failure modes and negative results that never reach print, parameter sensitivities, equipment quirks, troubleshooting the silica-gel problem in practice, the judgment built only by doing. Why would a paper disclose the trade secrets? It wouldn't — the paper is the tip; the unpublished iceberg walks out in the trained person's head. So "it was open-published" does not neutralize the transfer; it addresses only the codified layer.
Two levels, not to be conflated. A researcher legitimately trained abroad who returns home transfers tacit capability whether or not anyone "stole" anything — that's normal, legal, universal diffusion at the individual level, and a real national-capability gain at the system level. A documented capability-transfer channel is not evidence of witting espionage by any individual. The control lever is policy — research-security around who is trained on dual-use HREE processing and what tacit capability they carry home — not the publication question alone, and not anyone's nationality or intent.
Witting vs unwitting matters — but note the unwitting version still transfers real capability (the tacit point above). The unwitting version is normal academic diffusion (publication, collaboration, trained researchers changing jobs, carrying tacit know-how home) — how science works; not espionage, yet a genuine national-capability gain. The documented EURARE record sits here. The witting version (deliberate, covert acquisition of protected, non-published know-how) is the serious allegation, and it's unverified; intent is not asserted of anyone. The capability transfer can be real without the witting-espionage charge being true.
No defamation. Naming Yiqian Ma reports only his own published, self-disclosed facts (authorship, RWTH Aachen affiliation, the scholarship acknowledgment printed in Metals 2018). It is not an accusation of espionage, exfiltration, or any wrongdoing — none is alleged or evidenced. He is a published researcher in open EU science, nothing more.
Critical guard: the general dual-use research-security concern is real as a category — but it must not be generalized to "Chinese students" as a class. That's a division fallacy (a class-level concern doesn't transfer to any individual) and a discriminatory generalization; it's an institutional risk-management topic, not grounds to suspect anyone by nationality.
What would change it: to move from legitimate capability transfer (documented) to witting covert exfiltration (the still-unverified serious claim) would require a court filing/indictment or a documented trail showing protected, non-published know-how taken to China by deception/breach (NDA violation, classified-material theft, directed-collection tasking) — none found; provide such a source and it can be graded up. The absence of such evidence does not undo the documented capability transfer — it only bounds the intent claim.
4. What China actually gains — competitive intelligence, not the recipe (the Sun Tzu frame)
The sharpest resolution of this whole thread. The existing Chinese industry already leads REE/HREE processing (~90%) — so the high-value thing moving West→East is not the processing recipe but competitive/market intelligence on Western efforts: who is progressing, at what yield and cost, on what timeline, with which bottlenecks and how much financing runway — i.e. where each Western operation is weakest. That is the targeting input for the documented predatory-pricing + calibrated-faucet playbook (§1): reset price or toggle supply precisely when a specific competitor is most vulnerable — a scale-up milestone, a financing crunch — indirect sabotage of individual operations without touching them directly.
This dissolves the "steal-incentive" debate of §3. The question was never "is the recipe worth taking" (the leader doesn't lack it) — it's "is the competition's status worth knowing" (plainly yes). That reframes the threat from espionage to largely open-source market intelligence:
- Open publications — EURARE et al. publish yields, methods and limitations (silica-gel status, scale-up readiness).
- Conferences (Rare Metal Technology, ALTA) — real-time progress sharing.
- Public-company disclosure — listed Western players (MP, CRML, Ucore, Lynas, Perpetua) publish cost structures, timelines, offtakes and financing runway in exchange filings and earnings calls.
- JV / supplier visibility — a Chinese JV partner or precursor supplier sees a Western firm's process economics from the inside.
The Molycorp precedent fits: its weaknesses sat in its NYSE filings — no espionage was needed to time the 2015 kill (bankruptcy after China's price reset).
This is textbook Sun Tzu — and the classical logic is what makes it coherent rather than conspiratorial:
- "Know the enemy and know yourself; in a hundred battles you will never be in peril" (知彼知己) — the decisive asset is foreknowledge of the adversary's dispositions, not superior tools (the leader already has the tools).
- Art of War ch. XIII, Use of Spies: "what enables the wise sovereign and good general to strike and conquer is foreknowledge" — a price kill timed to a rival's weakest moment is foreknowledge-driven striking.
- "To subdue the enemy without fighting is the acme of skill" (不战而屈人之兵, ch. III) — bankrupting competitors via price resets and supply toggling, no shooting war, is exactly subduing without fighting.
- "Attack him where he is unprepared; appear where you are not expected" — strike at the financing crunch or the scale-up milestone.
The modern inversion of the spy chapter: Sun Tzu needed spies because foreknowledge was scarce and dear. Here, open societies broadcast their dispositions (filings, publications, conferences) while the adversary stays opaque — so the foreknowledge advantage accrues structurally, for free, without spies. Asymmetric transparency = asymmetric foreknowledge = the Sun Tzu edge by default. It's also why the espionage framing isn't just unproven but largely unnecessary.
The indirect corporate channel (graded, not alleged). "A Western firm employs the researcher" is a porous boundary that could in principle be an indirect conduit — e.g. Umicore (Belgium) runs a Chinese cathode JV (Jiangmen Umicore Changxin, with Jiangmen Changxin Technology) plus wholly-owned Suzhou plants and CNGR supply deals. Two caveats keep it honest: (a) that carries general battery/cathode economics, not the eudialyte/HREE recipe; (b) no evidence indicates it functions as an intelligence channel, and the open-source channels above already suffice — so the corporate channel isn't even necessary. Stated as a structural category, not an allegation against the company.
Grade: fact — the predatory-pricing + calibrated-faucet action is documented (§1), and Western progress/cost data is largely open; contested/inferred — that this intelligence is systematically used to time and target specific Western operations (strategically sound, consistent with the predatory-pricing pattern and Molycorp, but the intelligence→targeting causal link is inferred, not proven by a named source); no individual and no company is accused.
5. Limits
Documented: the calibrated statecraft, the predatory-pricing model, the ~60%/~92% dominance, and the allied cohort (CRML/Tanbreez, DoD-funded Ucore RapidSX, MP, REalloys — now wired into the minerals web). Also documented (primary source): a Chinese-Government-scholarship researcher as lead experimenter in EU-funded (EURARE FP7-309373) eudialyte (Tanbreez-class) processing R&D at RWTH Aachen with industrial scale-up intent (the authors' own self-disclosed facts) — a real national-capability transfer via a legitimate channel (the open paper plus the more-valuable unpublished tacit scale-up know-how carried by trained personnel; HREE processing mastery is hard, scarce, largely tacit). Unverified and not asserted: the witting covert-exfiltration intent — the capability transfer can be fully real without it; no individual is accused of wrongdoing, and the class-generalization to "Chinese students" is rejected. The control lever is research-security policy (who is trained on dual-use HREE processing, what tacit capability they carry home). Overlay edges excluded from the proofs.
