PFAS 'forever chemicals' — 3M/DuPont/Chemours, the water settlements, the suppressed knowledge, the chipmaking dependency, and the 2025-26 EPA rollback

1. The makers (and the liability spinoff)

PFAS = a class of ~15,000 "forever chemicals." Dominant makers: 3M (the original) and DuPont — which spun its PFAS/materials liabilities into Chemours (2015) and split off Corteva. Spinning liabilities into a separate entity echoes the liability-engineering playbook (J&J Texas two-step / opioid bankruptcy). Fact.

2. The AFFF water settlements

Via AFFF MDL 2873 (Charleston, SC): 3M — up to $10.3B over 13 yr to public water suppliers (final approval Mar 29 2024); Chemours/DuPont/Corteva — combined $1.185B (~$592M/$400M/$193M, June 2023) + a 2025 NJ environmental settlement. These resolve public-water-system claims; personal-injury claims continue. Fact.

3. The suppression (the verification/cover-up core)

A peer-reviewed Annals of Global Health study: 3M and DuPont actively suppressed PFAS hazard evidence from the 1960s. DuPont knew C-8 (PFOA) was "highly toxic" by 1970; a 1979 study killed dogs in one dose; in 1980 the companies learned of worker birth defects and hid it (a 1981 memo denying any link). ProPublica documented "toxic gaslighting." Same suppress-the-evidence pattern as Big Tobacco and the verification-collapse theme. Fact (internal records / the study).

4. The chipmaking dependency (the cross-link)

The semiconductor industry has 1000+ uses of PFAS (photoresists, rinses, etchants, coolants, seals); SEMI calls them "essential" and claims removing low-volume-exemption PFAS "would shut down all US domestic semiconductor manufacturing"; there are no federal Clean Water Act effluent limits on chipmaking PFAS discharges. IMEC is researching PFAS-free resists. So the CHIPS-Act reshoring push collides with the PFAS-cleanup push. Uses/no-limit status fact; the "shutdown" claim is contested industry assertion.

5. The 2025-26 EPA rollback (another reversal)

EPA's Apr-2024 rule set limits for 6 PFAS (PFOA/PFOS at 4 ppt). In 2025-26 the EPA proposed to keep PFOA/PFOS but extend compliance to 2031, and to rescind the limits for PFHxS, PFNA, GenX, PFBS (proposed May 18 2026; comments to Jul 20 2026). The protective rule partially unwound on a political clock — the same prosecuted/regulated-then-reversed pattern as the crypto/spyware/Adani files. Fact.

6. The honest reading

PFAS is the mass-tort that is also a present-tense industrial dependency: documented, suppressed, adjudicated harm + multibillion settlements on one side; genuine essentiality to chip fabrication (and firefighting foam, medical devices) on the other; and a 2025-26 rollback unwinding part of the protection. Liability was spun into separate entities; cleanup lands on water utilities and ratepayers; and chip-reshoring collides with cleanup. Both true: real concealed harm AND a chemical the economy is genuinely hooked on.
