Payment-processor + card-network financial censorship - the private speech chokepoint
(Part of the speech-control apparatus layer. A distinct control mechanism - one that can explain de-platforming/pressure activity not reducible to the EA/AI-safety networks.)
The chokepoint (fact of power; framing contested)
Visa + Mastercard clear ~80% of US card volume. Their Acceptable-Use / brand-risk rules are a near-universal chokepoint: a merchant cut off by both is effectively de-monetized regardless of legality. The networks cite illegal content, trafficking, chargeback fraud, and brand risk; critics call it private financial censorship of legal speech. Both framings are real; this block presents them side by side.
The documented cases (fact)
- Backpage (2015): Visa/Mastercard cut the classifieds site after Senate pressure (later seized/prosecuted).
- Pornhub / MindGeek (Dec 2020): Visa + Mastercard suspended acceptance after a NYT column alleged CSAM; mass content purge followed; litigation named the networks.
- Mastercard adult rules (2021): "special merchant registration" (age/consent documentation) - anti-CSAM per Mastercard, off-platform pressure on legal adult work per critics.
- OnlyFans (Aug 2021): announced an adult-content ban, then reversed it days later, citing "assurances" from banking/payment partners - payment pressure nearly killed a legal business overnight. The clearest case.
- PayPal (Oct 2022): briefly added a $2,500 AUP fine for "misinformation," then walked it back after backlash - the processor-as-speech-arbiter flashpoint. PayPal/Stripe have also cut adult creators, firearms sellers, and some political/press accounts.
The industry-wide version: Choke Point
Same logic applied to whole disfavored industries via banks/processors: Operation Choke Point (2013) (firearms, payday) and the alleged crypto "Choke Point 2.0" (2023-25) debanking - regulatory pressure on intermediaries to cut lawful sectors (documented debate; coordinated-intent contested; ties the existing Operation_Choke_Point_2 node).
Two convergences
- Financial + identity chokepoints reinforce each other: age/ID-verification mandates (UK OSA, adult-site laws) route through processors and ID vendors - the money rail and the identity rail gate the same door.
- Competing explanatory frames (the honest point): de-platforming and "pressure" activity has several independent, overlapping drivers - state law, financial chokepoints, activist campaigns (NCOSE et al.), and foreign/domestic influence ops. Some of what the EA/AI-network map doesn't fully explain may be this mechanism instead. The map holds these as parallel hypotheses, not one unified cabal.
Honest limits
Actions + dates = fact; "censorship" vs "harm-reduction / legal-compliance / brand + chargeback risk" = contested (both presented); the identity-convergence + competing-frame points = interpretation, labeled; no coordinated-conspiracy claim is asserted.
