Palantir: In-Q-Tel lineage, the product lines, and the whole-of-government data web

Palantir is the flagship In-Q-Tel bet (seeded ~2004-05; the CIA its anchor early customer). Founded in the Thiel/Founders Fund orbit; led by Alex Karp. Three product lines anchor everything: Gotham (intel/defense), Foundry (enterprise/government data integration), and AIP (the AI/LLM layer).

US government

• Immigration/enforcement: Gotham + ImmigrationOS → ICE; CBP analytics; all under DHS.
• Defense: Gotham + Maven Smart System → US Army; TITAN ground station (sensor-to-shooter); a ~$10B Army enterprise agreement (2025) consolidating dozens of contracts.
• Health/fiscal: Foundry across HHS/CDC (Tiberius/Warp Speed legacy), CMS (Medicare/Medicaid), IRS, SSA, Fannie Mae.

The cross-agency data-unification concern (2025)

Following a March-2025 EO to remove federal "data silos," the administration tapped Palantir to help integrate data across agencies (IRS/SSA/immigration; a reported mega-API project). Palantir denies building a central master database; critics warn of a searchable whole-of-government profile of Americans. Stated here as a governance risk grounded in the reporting + EO — the "master surveillance database" framing is contested interpretation, not a proven system.

Foreign & alliance deployments

• NHS England Federated Data Platform (~£330M, 2023) — the marquee foreign health-data deployment (Foundry-based; privacy-contested).
• Ukraine MoD (Gotham, wartime targeting/analytics).
• Israel MoD (strategic partnership, Jan 2024; Gaza-targeting use graded/contested).
• NATO acquired the Maven Smart System (2025) — the alliance's first major enterprise AI buy.

The commercial engine

AIP + "AIP Bootcamps" drove Palantir's US commercial surge — the fastest-growing segment and the private-sector revenue engine beneath the government story. Partnerships with OpenAI and Anthropic wire model access into AIP.

Honest limits

Structural overlay only — every edge is graded in its note. An In-Q-Tel tie / government contract is a capability + adoption signal, not evidence of wrongdoing. Specific-use claims (Gaza targeting, the scope of cross-agency integration) are graded/contested; Palantir's denials are noted alongside the reporting.
