1. Membership (and its contradictions)

11 full members: Brazil, Russia, India, China, South Africa + Egypt, Ethiopia, Iran, UAE (Jan 2024) + Indonesia (Jan 2025). Saudi Arabia was invited (2023) but deliberately held off — reportedly to avoid antagonizing the US — the cleanest single example of the bloc's internal contradiction. Plus 10 partner states (2025: Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda, Uzbekistan, Vietnam). India chairs 2026 (18th summit, New Delhi, Sept 12-13).
