Who controls tokenized-dollar issuance. Five overlapping camps, every named member wired into the graph.
1. The 21-firm USD stablecoin venture (announced Sep 1 2026; new co H2 2026; token H1 2027; GENIUS+MiCA-compliant; euro next)
North America (10): Bank of America, Capital One, Citi, Fidelity Investments, Goldman Sachs, PNC, Scotiabank, TD Bank, Wells Fargo, WisdomTree. Europe (8): Banco Santander, BBVA, Commerzbank, Crédit Agricole, Deutsche Bank, Lloyds, Rabobank, UBS. Asia / ME / Africa (3): MUFG, Sirius International Holding, Standard Bank. Notably absent: JPMorgan.
2. The Clearing House shared tokenized-deposit network (announced Jun 5 2026; H1 2027; clears over RTP/CHIPS ~$2T/day)
Participants (17): JPMorgan, Bank of America, Citigroup, Wells Fargo, HSBC, PNC, Truist, U.S. Bank, TD Bank, BNY, BMO, Citizens Financial, Fifth Third, KeyBank, Regions Financial, Santander, Huntington. (TCH itself is owned by ~21-25 banks incl. Barclays/Deutsche/HSBC.) Deposits stay in-bank, FDIC-eligible — explicitly a defensive move to protect ~$6.6T deposits.
3. Zelle / Early Warning — ZLUSD (launched Jun 2026; India corridor)
7 bank owners: Bank of America, Capital One, JPMorgan, PNC, Truist, U.S. Bank, Wells Fargo.
4. JPMorgan Kinexys (solo)
~$7B/day tokenized-deposit volume, >$4T processed — JPM's own rail, and the reason it sat out the 21-firm stablecoin group.
5. Open USD / Open Standard (fintech; announced Jun 30 2026; 140+ partners; CEO Zach Abrams of Stripe's Bridge; OUSD mint/redeem free, interest to partners)
Named partners (of 140+): Stripe, Coinbase, Mastercard, Visa, BlackRock, BNY, Standard Chartered, DBS, U.S. Bank, Huntington, Citizens, American Express, Discover, Fiserv, Adyen, Western Union, Shopify, Google, IBM, Solana, Aave, Ripple, MetaMask, Anchorage, Klarna, Chime, Mercado Pago. ~115+ further partners are not individually named here — flagged, not silently completed. Absent: Tether, Circle, PayPal. (Circle stock fell 15-17% on the announcement.)
The CRE-pressured regional-bank fragility (the acute risk)
Several regional banks appear across these networks and are CRE-concentrated: Regions Financial, Fifth Third, KeyBank, Huntington, Citizens, Truist. Community/regional banks are ~5× more CRE-exposed than big banks; CRE often >50% of loans under $10B assets; a $1.5-2T CRE maturity wall (2024-26); and they are the most core-deposit-reliant. So a stablecoin/affiliate-yield deposit drain would squeeze exactly these banks as the maturity wall bites — the "can't weather a mild storm" case. Some (Regions/PNC/M&T/First Horizon/US Bancorp/KeyCorp) are re-entering CRE in 2026, adding risk. (Per-bank CRE-to-capital ratios: to verify from FDIC call reports.)
Two honest boundaries
- The ABA is not a stablecoin consortium. It (via its Community Bankers Council) lobbies to close the yield loophole — extend the interest ban to affiliates/partners — warning ~$6.6T deposits at risk. It does so in the name of community banks, a position that also serves large banks. Whether that is ordinary trade-association alignment or large-bank "pressure/capture" is graded, not asserted.
- The Japan/JGB carry-trade channel runs mainly through large institutions' FX/rates books, not community-bank balance sheets — a separate large-institution fragility, not the small-bank CRE channel.
The through-line
Tokenized deposit (keeps money in the bank, can pay interest as a deposit) vs stablecoin (bearer token that can leave) is the real battleground — and it maps onto the yield fight: incumbents can offer yield via deposits even as issuer-stablecoin yield is banned. Whether the consortia are "defensive response to a real fintech threat" ($226B B2B stablecoin volume in 2025) or "incumbents building the rails so issuance stays theirs" is the labeled interpretation the corpus keeps separate from the membership facts.
