Nonprofits & foundations catalog: the philanthropic layer

The private-foundation layer that cross-cuts global health, digital identity, AI-safety, and civil-society research - wired into the Digital-ID/AI/surveillance threads already on the map.

Global health

• Gates Foundation - a top WHO funder; co-founded GAVI (2000); funds digital-ID + financial-inclusion (ID4D/World Bank, MOSIP, Mojaloop) - outsized private agenda-setting weight in global health.
• Wellcome Trust (~£38B) and Rockefeller Foundation - the other poles of private health-research money and PPP machinery.

Digital identity

• Rockefeller co-founded the ID2020 Alliance (2016) with Microsoft, Accenture, GAVI; Gates and Omidyar Network fund the broader "good ID" agenda; the WEF convenes it (Known Traveller / decentralized ID).
• Standards backbone: W3C (DIDs / Verifiable Credentials), NIST (SP 800-63), ISO/IEC (18013-5 mDL), IEEE (biometrics).

AI-safety philanthropy

• Open Philanthropy (Moskovitz/Tuna) is the largest Effective Altruism grantmaker; it gave OpenAI a $30M grant + board seat (2017). EA is deeply woven into Anthropic (funders + the Long-Term Benefit Trust) and was central to the Nov-2023 OpenAI board crisis - where AI-safety philanthropy collided with commercial AI.

Civil-society / digital-rights

• Ford, Open Society, MacArthur, and Hewlett (its Cyber Initiative) fund the independent research that holds surveillance to account - e.g. Citizen Lab's spyware work.

Honest limits

Documented funding + partnerships are fact. Imputing a single coordinated agenda across these independent (and often rival) foundations would be a composition fallacy - programs are named, intent is not asserted. Where framings are politically charged (WEF "control," Open Society politics, Gates and digital ID), the initiative is stated factually and the interpretation flagged as contested/overstated.
